“\u0130nsan*hakk\u0131”; sadece kapsam\u0131 belirsiz bir genel ilke olarak de\u011fil, madd\u00ee ve manev\u00ee boyutlar\u0131 ile tam olarak “birey”e tan\u0131nm\u0131\u015ft\u0131r. “\u0130nsan hakk\u0131”n\u0131n tam olarak tan\u0131nm\u0131\u015f say\u0131lmas\u0131 i\u00e7in, her\u015feyden \u00f6nce, ya\u015fama hakk\u0131 tam bir g\u00fcvenceye ba\u011flanmal\u0131, hukuk\u00ee ve \u0130ktisad\u00ee bak\u0131mdan, birey “can derdine d\u00fc\u015f\u00fcr\u00fclmemelidir. \u0130sl\u00e2m; bir yandan “Ma\u00fbn” d\u00fczeni ile (M\u00e2\u00fbn Suresi) \u0130ktisad\u00ee bak\u0131mdan toplumsal dayan\u0131\u015fmay\u0131 sa\u011flama hedefini tesbit etmi\u015f, yine insanlar\u0131n geliri ve serveti \u00fczerinde \u00e7al\u0131\u015f\u0131p kazanamayanlar i\u00e7in bir talep hakk\u0131 getirmi\u015f, di\u011fer yandan da ya\u015fama hakk\u0131n\u0131 hukuken de g\u00fcvenceye ba\u011flam\u0131\u015ft\u0131r.<\/p>\n

Servet sahibi; t\u0131pk\u0131 bir aile i\u00e7inde “nafaka” y\u00fck\u00fcm\u00fc gibi, yoksul i\u00e7in, \u00e7al\u0131\u015f\u0131p kazanamayan i\u00e7in, \u00e2n\u00ee bir musibet dolay\u0131s\u0131 ile muztarr durumda kalan i\u00e7in, malvarl\u0131\u011f\u0131 \u00fczerinde “sail ve mahrumun belirli oranda hakk\u0131” bulundu\u011funu bilmelidir (Z\u00e2riyat, 51\/19; Me\u00e2ric 70\/25).<\/p>\n

Kur’an-\u0131 Ker\u00eem; bunu “ihtiyar\u00ee ve c\u00fcz’\u00ee bir ba\u011f\u0131\u015f” olarak de\u011fil bir “vergi” olarak belirlemi\u015ftir. \u0130htiyac\u0131ndan fazla kazanandan; %2,5 (K\u0131rkta bir) oran\u0131nda servet vergisi; be\u015fte bir oran\u0131nda (%20) da gelir vergisi al\u0131n\u0131r. Bu vergiler b\u00fct\u00fcn servet sahiplerinden ayn\u0131 oranda al\u0131nabilse ve y\u00f6neticilerin gayri-me\u015fru sarfiyati; sa\u00e7\u0131p savurma, israf ve sefahati \u00f6nlenebilse idi, \u0130sl\u00e2m’\u0131n yoksullu\u011fu toplumdan kald\u0131rma ve “Ma\u00fbn” d\u00fczenini kurma hedefine var\u0131lm\u0131\u015f olurdu. Oysa b\u00f6yle olamad\u0131. B\u00f6yle olmas\u0131 i\u00e7in Ebu Zerr gibilerin \u00e7abas\u0131; imtihan \u00e2lemi olan D\u00fcnyada, b\u00f6yle olmamas\u0131 i\u00e7in d\u00fczen kuranlar kar\u015f\u0131s\u0131nda ma\u011fl\u00fbp oldu. \u015eer\u00ee vergi (tek\u00e1l\u00eef) ger\u00e7ek anlam\u0131n\u0131 yitirdi ve bunun yerine yoksula y\u00fcklenen \u00f6rfi vergiler ald\u0131.
