\u0130STANBUL (\u0130GFA) – Sosyal G\u00fcvenlik Tazminat\u0131n\u0131n verilerek ek \u00f6deme oranlar\u0131n\u0131n uygun \u015fekilde art\u0131r\u0131lmas\u0131n\u0131n gerekli oldu\u011funu vurgulayan Uyar, SGK \u00e7al\u0131\u015fanlar\u0131n\u0131n sesinin duyulmas\u0131n\u0131n sosyal g\u00fcvenlik kurumunun daha verimli \u00e7al\u0131\u015fmas\u0131 i\u00e7in gerekli oldu\u011funu belirtti.<\/p>\n

EYT, 3600 ek g\u00f6sterge, yap\u0131land\u0131rma ve hizmet birle\u015ftirme \u00e7al\u0131\u015fmalar\u0131na aral\u0131ks\u0131z devam eden Sosyal G\u00fcvenlik Kurumu (SGK) \u00e7al\u0131\u015fanlar\u0131n\u0131n taleplerinin acilen yerine getirilmesinin gerekli oldu\u011funu vurgulayan Uyar, \u201cNorm ve standart birli\u011finin sa\u011flanmas\u0131 amac\u0131yla SSK, Emekli Sand\u0131\u011f\u0131 ve Ba\u011f-Kur\u2019un tek \u00e7at\u0131 alt\u0131nda toplanmas\u0131yla kurulan Sosyal G\u00fcvenlik Kurumu, bir\u00e7ok alanda bu standard\u0131 yakalam\u0131\u015f olsa da personelin \u00f6zl\u00fck haklar\u0131nda maalesef iyile\u015fme olmad\u0131\u011f\u0131 gibi e\u015fit i\u015fe e\u015fit \u00fccret parolas\u0131yla \u00e7\u0131kart\u0131lan 666 say\u0131l\u0131 KHK ile y\u0131lda iki defa \u00f6denen ikramiye, havuz paras\u0131, performans \u00fccreti, mesai \u00fccreti, ek \u00f6deme, vekalet \u00fccreti, b\u00fcy\u00fck\u015fehir ek \u00f6demesi v.s. gibi bir\u00e7ok ba\u015fl\u0131kta \u00f6denen \u00fccretler ortadan kald\u0131r\u0131lm\u0131\u015ft\u0131r. N\u00fcfusumuzun tamam\u0131na hizmet eden Sosyal G\u00fcvenlik Kurumu, yo\u011fun bir i\u015f y\u00fck\u00fcne sahip olup i\u015f ve i\u015flemlerini 27.239 memur, 5.913 i\u015f\u00e7i olmak \u00fczere toplam 33.152 personel ile ta\u015fra ve merkez te\u015fkilat\u0131 olarak s\u00fcrd\u00fcrmektedir. SGK\u2019n\u0131n y\u00fcr\u00fctm\u00fc\u015f oldu\u011fu i\u015f ve i\u015flemlerin a\u011f\u0131rl\u0131\u011f\u0131 bilgi birikimi ve uzmanl\u0131k gerektirmektedir. \u0130\u015f y\u00fck\u00fc ve zorlu \u00e7al\u0131\u015fma \u015fartlar\u0131n\u0131n yan\u0131 s\u0131ra y\u00fckl\u00fc miktardaki \u00f6demelere at\u0131lan imzalarla i\u015f riski de olduk\u00e7a y\u00fcksektir. S\u00fcrekli de\u011fi\u015fen mevzuatlar, yap\u0131land\u0131rma ve d\u00fczenlemeler zaten yo\u011fun olan i\u015flem hacminin daha da artmas\u0131na neden olmakta, yeti\u015fmi\u015f insan g\u00fcc\u00fcne olan ihtiyac\u0131 s\u00fcrekli hale getirmektedir. \u00d6rne\u011fin 3600 ek g\u00f6sterge d\u00fczenlemesi ve EYT d\u00fczenlemesi bunlara \u00f6rnektir. EYT kapsam\u0131nda ilk etapta yakla\u015f\u0131k 2.250.000 civar\u0131nda, sigortal\u0131m\u0131za ayl\u0131k ba\u011flanaca\u011f\u0131, daha sonraki a\u015famalarda ise peyder pey ise bu say\u0131n\u0131n 5milyonu ge\u00e7ece\u011fi tahmin edilmektedir. Mevcut i\u015f y\u00fck\u00fc ile y\u0131llarca devam edecek EYT s\u00fcrecinin personel \u00fczerinde olu\u015fturaca\u011f\u0131 stres nedeniyle, g\u00f6rev\/emekli ayl\u0131klar\u0131 aras\u0131ndaki minimal farkl\u0131l\u0131ktan dolay\u0131, zaten yetersiz olan personelden bir\u00e7o\u011funun, emeklilik, naklen atama vb. nedenlerle Kurumdan ayr\u0131labilece\u011fi hususu a\u015fikard\u0131r. Bu bak\u0131mdan personelin mevcut g\u00f6rev ayl\u0131klar\u0131na etki edecek bir k\u0131s\u0131m d\u00fczenlemelerin yap\u0131lmas\u0131n\u0131n gereklili\u011fi ortaya \u00e7\u0131kmaktad\u0131r\u201d dedi.<\/p>\n

SGK \u00e7al\u0131\u015fanlar\u0131 aras\u0131nda maa\u015f makaslar\u0131n\u0131n ciddi anlamda bir kar\u0131\u015f\u0131kl\u0131\u011fa neden oldu\u011funu ast\u0131n \u00fcst\u00fcnden daha fazla maa\u015f ald\u0131\u011f\u0131, ast\u0131n verdi\u011fi eme\u011fin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 da alamad\u0131\u011f\u0131 sorunsal\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 gerekti\u011finin alt\u0131n\u0131 \u00e7izen Uyar, \u201cHiyerar\u015fik kademeler aras\u0131ndaki maa\u015f makas\u0131n\u0131n bu derece a\u00e7\u0131lm\u0131\u015f olmas\u0131 \u00e7al\u0131\u015fma bar\u0131\u015f\u0131n\u0131 olumsuz etkilemekte, personel ise daha az i\u015flem hacmi olan kurumlara ge\u00e7i\u015fin yollar\u0131n\u0131 arar hale gelmi\u015ftir. Di\u011fer kurumlara bak\u0131ld\u0131\u011f\u0131nda ise bir\u00e7ok kurumun kendi personeline y\u00f6nelik tedbirler ald\u0131\u011f\u0131 g\u00f6r\u00fclecektir. SGK \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00fczerinde bulunan sorumluluk ve kullanm\u0131\u015f oldu\u011fu yetki d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde \u00f6zl\u00fck haklar\u0131n\u0131n, bu t\u00fcr bir risk ve sorumlulu\u011fu daha az olan kamu \u00e7al\u0131\u015fanlar\u0131ndan d\u00fc\u015f\u00fck olmas\u0131 hakkaniyet ilkesi ile ba\u011fda\u015fmamaktad\u0131r. Ayr\u0131ca, herhangi bir makam i\u015fgal etmemelerine ra\u011fmen bir\u00e7ok unvan grubuna makam\/g\u00f6rev tazminat\u0131 \u00f6denirken, idareci olmalar\u0131na ve makam i\u015fgal etmelerine kar\u015f\u0131n m\u00fcd\u00fcrlere \u00f6denmemektedir.<\/p>\n

Kaliteli ve s\u00fcrd\u00fcr\u00fclebilir bir sosyal g\u00fcvenlik sistemi i\u00e7in \u00e7al\u0131\u015fan memnuniyetini sa\u011flaman\u0131n esas oldu\u011fu ger\u00e7e\u011finden hareketle, bir\u00e7ok kurum \u00f6rne\u011finde oldu\u011fu gibi, yap\u0131lacak yasa \u00e7al\u0131\u015fmalar\u0131nda a\u015fa\u011f\u0131daki taleplere de yer verilmesi halinde \u00e7al\u0131\u015fanlar\u0131n moral ve motivasyonlar\u0131 y\u00fckselecek ve i\u015f verimlili\u011fi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde artacak, hem de olu\u015fan mali kay\u0131plar \u00f6nlenmi\u015f olacakt\u0131r. T\u00fcm bu a\u00e7\u0131klamalar \u00e7er\u00e7evesinde, bilgi birikimi, tecr\u00fcbesi, kurumsal haf\u0131zas\u0131 ve kurum hedeflerine sa\u011flad\u0131\u011f\u0131 katma de\u011ferle \u00e7ok \u00f6nemli bir misyon \u00fcstlenen ve Kurumun vizyonuna y\u00f6n veren \u00e7al\u0131\u015fanlar\u0131n, a\u015fa\u011f\u0131daki talepleri i\u00e7in gerekli yasal d\u00fczenlemenin yap\u0131lmas\u0131n\u0131 arz ve talep ediyoruz\u201d dedi.<\/p>\n
